Modifying certain provisions governing emergency medical services (EMS); modifying standards for ambulance services, defining certain terms; specifying certain ambulance and air ambulance service, equipment and license renewal requirements; requiring and providing for the collection and maintenance of prehospital care data, authorizing review by the emergency medical services regulatory board, classifying the data and imposing a penalty for failure to report; requiring licensees to establish and implement certain operational procedures; providing standards for interhospital transfer; modifying certain board ambulance services inspection responsibilities; prescribing procedures for suspension, revocation or nonrenewal of licenses; requiring and providing for board certification of medical response units; specifying certain requirements and responsibilities of medical directors; providing for board denial, suspension, revocation or nonrenewal of first responder registrations for certain violations; providing for the certification of emergency medical technicians, emergency medical technicians-intermediate and emergency medical technicians-paramedic, providing for reciprocity, denial, suspension, revocation, renewal and reinstatement; providing for board certification of EMT instructors; prescribing standards for EMT, EMT-I and EMT-P training programs, requiring and providing for board periodic approval and authorizing audits; specifying qualifications of examiners testing basic level EMT, EMT-I or EMT-P level practical skills; requiring the board to impose certain nonrefundable license, certification and training program fees, requiring deposit in the trunk highway fund; providing for voluntary and mandatory reporting of misconduct, civil or criminal liability immunity provision; authorizing and providing for board issuance of correction orders or fines and imposing a criminal penalty for certain violations; specifying certain reference substitution instructions to the revisor of statutes; repealing certain existing provisions regulating ambulance services and certain rules(ra)
