Modifying the eligibility requirements for certain noncitizens for the food portion of the Minnesota family investment program-statewide (MFIP-S); eliminating the requirement for county agencies to count a certain dollar amount of the value of public and assisted rental subsidies through the federal department of housing and urban development (HUD) as unearned income for eligibility purposes; transferring certain amounts of money from the federal TANF block grant to the federal title XX block grant to increase services for certain low income families with children, to the child care block grant for the sliding fee child care program and to the commissioner of human services to increase MFIP employment and training grants (rla)
