Providing for an inactive status of licensed nursing home beds and for removal from inactive status by notice to the commissioner of health; providing for the use of inactive status beds; excluding inactive status beds from the calculation of nursing home license fees and surcharges and of certain payments under the medical assistance (MA) program; requiring the commissioner of health to provide certain information to nursing facilities relating to nonnursing staff functions allowed to achieve operations flexibility and economy and to cooperate with nursing facility trade associations to develop and implement a best practices system to respond to worker shortages, placing a moratorium on nursing facility monetary fines for minimum staffing requirement violations until commissioner and facility compliance with certain plan of action requirements (ja)
