Modifying certain provisions relating to the state high school league; modifying the term of governing board members and prohibiting the payment of per diem to full time state, school district or local government unit employee board members; subjecting the league to school district goods and services purchasing regulations; providing for hearings on existing eligibility rules; requiring the state auditor to solicit league related audit questions and issues from board members for annual audit purposes, providing for the confidentiality of information received; granting the commissioner of children, families and learning broad activities or issues examination authority, specifying certain annual report requirements; requiring commissioner review of and comment on proposed league bylaw or policy changes and appointment of an ombudsperson to address concerns and investigate issues, authorizing the league to appoint other persons to provide additional ombudsperson services, specifying certain services publicity requirements and requiring the league to reimburse the commissioner for ombudsperson services provided; requiring the revisor of statutes to recodify state high school league eligibility rules and to work with the league to clarify and eliminate discrepancies and inconsistencies in league rules, policies and bylaws affecting student eligibility, requiring league payment to the revisor for involved costs (ja)
