Modifying certain provisions under the veterans preference act; extending veterans employment termination protection state employees; imposing certain deadlines for selection of civil service board members and hearings and decisions after employer receipt of discharge hearing requests, authorizing waiver upon agreement; requiring employers to pay civil service board and court reporter costs; prohibiting veteran access to both the hearing and governmental entity disciplinary processes; requiring the escrowing of employee wages within a certain number of days of employee receipt of notice of intent to discharge until proceedings conclusion (rla)
