Relating to transportation; reducing the motor vehicle registration tax rate on passenger automobiles, providing for a flat rate; establishing the Minnesota transportation trust fund and allocating money to the fund from the registration tax and the sales tax on motor vehicles; establishing county and municipal transportation accounts within the fund, providing for certain allocations by the commissioner of finance and distributions by the commissioner of transportation (DOT) for highway and transit purposes; specifying certain appropriation recommendations list preparation requirements of the commissioner; modifying the allocation of revenue from the sales tax on motor vehicles, providing for allocation to the trust fund; requiring appropriations for the operations of the state patrol to be from the general fund, excepting commercial motor vehicle inspection and enforcement activities; proposing an amendment to the Minnesota constitution, article XIV to dedicate motor vehicle sales tax proceeds to the transportation trust fund for highway and transit purposes (ra)
