Expanding the authority of school districts to offer first grade preparedness programs, requiring districts offering the programs to make the programs available to all students eligible for free or reduced price lunch; authorizing school boards to charge a fee for students ineligible for free or reduced priced lunch attending the programs, requiring the commissioner of children, families and learning to establish and make available to participating districts a recommended sliding scale fee policy; school sites transitional funding provision; appropriating money to the commissioner for and repealing the expiration date of the program (rla)
