Authorizing the racing commission to authorize class B operators of class A racetracks conducting horse racing to operate card clubs and offer card playing services to patrons; providing for supervision, type of wagering, charges and limits, requiring regulation by the commission, authorizing rules; authorizing sponsors or the house to deduct a percentage from the accumulated wagers and impose other charges for hosting the activities and to add additional prizes, awards or money for promotional purposes; imposing the parimutuel tax on amounts deducted by the licensee from accumulated wagers; prohibiting civil actions for the recovery of money lost in card playing activities and excluding the activities from a certain provision voiding commitments for gambling debt (rla)
