E Making deficiency appropriations to the commissioner of children, families and learning for costs associated with educational litigation, to the commissioner of human services for anticipated medical costs of the MinnesotaCare program, to the zoological board for zoo operations, to the commissioner of economic security for vocational rehabilitation and independent living services to blind persons, to the campaign finance and public disclosure board for certain court ordered payments and to the commissioner of public safety for additional costs for executive protection and for the production of motor vehicle license plates; authorizing the zoological board to increase the zoo admission fee before a certain date and requiring the board to submit a report to the governor and legislature by a certain date analyzing alternative governing structures for the zoo, release of the 2001 appropriation to be contingent on making significant progress toward financial self sufficiency; requiring the commissioner of administration to transfer a certain amount of money to the secretary of state to modify business systems to address the year computer problem, specifying certain duties of the secretary of state (ra, ja)
