Relating to state government; clarifying the time period for lapse of appropriations to the department of finance for moving expenses; expanding the provision authorizing the commissioner of transportation to negotiate intergovernmental contract terms providing for prepayment to a federal agency before the performance of work or the provision of services to all state agencies; expanding the authority of the commissioner of administration to grant easements over, under or across state lands and authorizing the commissioner to obtain easements or permits over, under or across nonstate land; increasing the limit on projects required to be submitted by state agencies to the designer selection board; requiring preliminary selection of primary project designers by the board for submission to the commissioner for approval before final selection; authorizing the use of fees collected by the commissioner for the use of parking facilities for safeguarding and securing the facilities and modifying the authorized uses of the surcharge imposed on vehicles occupied by only one person parking in state parking facilities in the capitol area; authorizing local government units to participate in insurance and other funding alternative programs provided by the risk management fund; authorizing procurement or professional or technical services contracts validity extension with the approval of the commissioner; classifying information in solicitation responses rejected by the commissioner; clarifying the time limit on energy efficiency improvement installment contracts; requiring appointment of the state archaeologist by the commissioner in lieu of the executive council of the state historical society, requiring consultation with the society, the DOT and the state academic community in making the appointment and eliminating certain provisions relating to serving in the unclassified service and to compensation and terms and conditions of employment; making optional the requirement for the state archaeologist to hire staff and maintain offices; reinstating a certain previously repealed provision; specifying certain renumbering instructions to the revisor of statutes (rla)
