  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1998, First Special Session chapter 2, 
  1.8   section 4, is amended to read: 
  1.9      Sec. 4.  [EFFECTIVE DATE.] 
  1.10     This act is effective the day following final enactment and 
  1.11  applies to actions pending on or commenced on or after that date.
