1.1 A bill for an act 1.2 relating to education; establishing the Minnesota 1.3 academy of educators; appropriating money. 1.4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. [MINNESOTA ACADEMY OF EDUCATORS.] 1.6 Subdivision 1. [ESTABLISHMENT.] The Minnesota academy of 1.7 educators is established to train Minnesota teachers in 1.8 research-based methods to improve student achievement. The 1.9 academy must: 1.10 (1) provide high quality, research-based training to 1.11 increase student achievement by improving the teaching skills of 1.12 new teachers and ineffective teachers; 1.13 (2) assist school administrators and school board members 1.14 in leading the system change needed to improve student learning; 1.15 (3) aid schools in developing community and parental 1.16 support for the changes necessary to improve student 1.17 achievement; and 1.18 (4) use expert teachers from the state's classrooms, 1.19 post-secondary institutions, and resources from the community 1.20 at-large. 1.21 Subd. 2. [SCHOOL DISTRICTS.] The academy must work 1.22 directly with 50 school districts during the 1999-2000 school 1.23 year and add 50 more districts during the 2000-2001 school 1.24 year. Each selected district must collaborate with a college or 2.1 university with a teacher preparation program approved by the 2.2 board of teaching. Each selected district must mentor another 2.3 district not being directly served by the academy. 2.4 Sec. 2. [APPROPRIATION.] 2.5 Subdivision 1. [DEPARTMENT OF CHILDREN, FAMILIES, AND 2.6 LEARNING.] The following sums are appropriated from the general 2.7 fund to the department of children, families, and learning in 2.8 the fiscal years indicated. 2.9 Subd. 2.
