Relating to education; expanding the definition of parent for compulsory instruction and notice requirements purposes and expanding notice requirements to failure to make satisfactory progress or to complete teacher assigned work, requiring notice to county or state agencies providing certain services to a child or family upon agency request; requiring the commissioner of children, families and learning to establish a program for elementary and secondary at risk students failing the basic skills tests or failing to make satisfactory progress or to complete teacher assigned work; requiring the commissioner to collaborate with a certain number of school districts to develop programs, strategies and staff development training models for use in assisting school, corrections, social service and juvenile justice personnel and other individuals working to meet the education needs of at risk students, defining at risk students, requiring assistance of the departments of human services and corrections; requiring the commissioner to use certain data to determine and address the educational obstacles preventing at risk students from meeting state and local educational requirements; requiring the commissioner and selected school districts to provide certain outreach services and to establish an advisory council to consider short and long term summary data measuring the educational performance of at risk students and recommend to the commissioner effective state and local policies affecting performance; specifying certain commissioner annual reporting requirements; classifying government data maintained under and authorizing sharing among institutions participating in the program (rla)
