Extending and modifying certain provisions of the grant program to promote professional teaching standards; requiring payment of the grants to the national board for professional teaching standards in the name of the teacher; changing the requirement for completion of a certain period of teaching service to completion of the certification process; requiring the state to provide for full time regional coordinators for a certain number of years, requiring school districts to subsequently negotiate with the exclusive representative of teachers in the district for coordinator positions; providing for certain salary and mentoring incentives; appropriating money to the department of children, families and learning for the grants, requiring school district incentives from the appropriation to be set aside in a separate fund for the induction of new teachers, high quality professional development and school improvement plans (mk)
