Granting the board of trustees of the Minnesota state colleges and universities (MnSCU) certain additional property transactions, construction, repairs and improvements authority; providing for the determination of fair market value for certain property sales under the technical college carpentry program; making optional the requirement for landowner compensation to the board for improvements to real property not owned by the board; authorizing the board to store and retain at the respective technical college original documents from carpentry program transactions; authorizing the sale of personal or real property resulting from instructional construction by technical colleges to state employees; providing for board disposal of surplus real estate, for transfer of state college or university owned improvements, for leasing of state college or university real property and for easements to cross college and university campuses; authorizing certain repairs or minor capital projects financed with operating appropriations or institutional receipts without specific legislative authority(rla)
