Requesting the board of regents of the university of Minnesota through the academic health center to establish and coordinate a rural preventative health care program to increase access to health screening and information services and to educate people in rural areas about long term strategies for preventing or reducing the risk of certain diseases through lifestyle changes and health promotion programs; requesting the academic health center to operate the program in cooperation with the commissioner of health, health plan companies and certain other programs; providing for the designation of rural sites; authorizing the center to establish screening and health information dissemination programs and to coordinate the screening programs with rural family practice physicians in designated regions or communities; requesting the center to implement long term health promotion strategies in the regions or communities; requesting the board of regents through the academic health center to establish a rural medical community information resource system to connect health care providers practicing in rural areas with center health care faculty and staff and with a database of health care information compiled and maintained by the center, specifying certain authorized program activities and providing for the designation of rural sites; authorizing the health center to establish a fee schedule for charging participating rural clinics for use of faculty and staff resources and the database (mk)
