Establishing the Minnesota promise scholarship under the higher education services office to motivate students from low income families with no previous higher education attendance to prepare for post-secondary education, specifying student eligibility requirements; requiring the HESO to establish a selection committee to review and select scholarship recipients, specifying committee membership representation requirements and certain selection criteria; providing for the scholarship awards; specifying certain HESO trust fund maintenance and administration requirements; encouraging campuses participating in the state work study program to place students in the college corps portion of the program to be created under the supervision of the HESO to provide seventh and eighth grade students with information on academic and financial preparation for post-secondary education opportunities; establishing an intervention investment program for college attendance to support mentoring, tutoring and information on post-secondary education preparation to low income elementary students, providing for HESO award of grants to post-secondary institutions or nonprofit organizations; appropriating money to the HESO to support early intervention and college awareness programs including the get ready outreach program and the Minnesota minority education partnership (mk)
