Authorizing the commissioner of employee relations (DOER) to self insure hospital and medical plans offered by the state to promote reasonably stable and predictable premiums for medical benefits and affordable ongoing relationships between employees and dependents and medical providers, requiring the commissioner to consult with the commissioners of commerce, health and human services relating to the development and reporting of quality of care measures; specifying certain self insured hospital and medical service products coverage mandates, data reporting and consumer protection compliance requirements; requiring summaries of benefits to comply with existing laws and rules relating to content and clarity, requiring review by the commissioners of commerce or health; expanding certain reporting requirements of the commissioner of employee relations relating to local and statewide market trends and the disposition of complaints relating to insurance programs; requiring the commissioner to employ staff to assist state employees and dependents in understanding benefits and coverage levels, obtaining information and using grievance and complaint resolution processes (mk)
