E Relating to insurance ARTICLE 1 - HEALTH MAINTENANCE ORGANIZATIONS Transferring regulatory authority over health maintenance organizations from the commissioner of health to the commissioner of commerce, retaining certain authority of the commissioner of health relating to review of applications for certificates of authority, modifications of certain operations or documents, certain complaints, geographic accessibility and quality of health care services, access to certain data and enforcement and providing for continued filing of certain reports with the commissioner of health, requiring commissioner of commerce consideration of recommendations of the commissioner of health; eliminating certain provisions providing for the referral of hearing requests with requests for stay of certain cease and desist orders to the office of administrative hearings; requiring the commissioners to study issues involved in consistent financial regulation of health coverage risk bearing entities and report to the legislature by a certain date; repealing a certain provision providing for rehabilitation or liquidation of HMOs ARTICLE 2 - COMMUNITY INTEGRATED SERVICE NETWORKS, HEALTH CARE COOPERATIVES, AND COMMUNITY PURCHASING ARRANGEMENTS Transferring regulatory authority over community integrated service networks (CISN), community purchasing arrangements and shared services and health care cooperatives from the commissioner of health to the commissioner of commerce, retaining certain authority of the commissioner of health ARTICLE 3 - CONFORMING CHANGES Making conforming amendments to certain statutory provisions relating to insurers rehabilitation and liquidation, the administrative supervision model act, accident and health insurance disclosures, the small employer health benefit act, utilization review, certain health plan company requirements and the use of genetic tests (mk, ja)
