E Relating to public administration; imposing and modifying conditions and limits on the use of public debt; school district funds invested in refunding escrow accounts to be considered on deposit with the paying agent before the payment due date for default protection purposes; providing for tax exempt treatment of property owned or operated by limited liability companies consisting of a sole member; changing the Dakota county housing and redevelopment authority to the Dakota county community development agency and expanding powers; expanding the authority of municipal or redevelopment agencies to issue bonds for health facilities to certain nonprofit facilities; authorizing the commissioner of economic security to authorize the cities of Minneapolis and St. Paul to use enterprise zone incentive grants for employer focused workforce development initiatives designed to promote the hiring and retention of city residents; authorizing the metropolitan council to issue certificates of indebtedness, bonds or other obligations for capital expenditures under the transit capital improvement program, limit, prohibiting use for light rail transit (LRT) and requiring proportional expenditure of funds on projects as recommended by the regional transit capital evaluation committee; authorizing the metropolitan council to issue bonds for the public safety radio communication system, prohibiting use of the proceeds for portable or subscriber radio sets; authorizing cities, counties, towns or school districts issuing obligations to sell original issue discount obligations with a stated principal amount in excess of the authorized amount and the sale price and to issue obligations without election to refund existing debt of indoor ice arenas used predominantly for youth athletic activities under certain conditions; modifying certain bond sale advertisement and published notice requirements; authorizing the Cuyuna range joint powers economic development authority to exercise the powers of an economic development authority delegated by member cities including the authority to own and operate a civic center facility; reenacting certain property tax reform provisions relating to low income housing, residential homesteads and certain apartment property, certain provisions providing for local abatement of property taxes and certain tax increment financing (TIF) provisions; authorizing and providing for the Duluth city council to by ordinance provide for the issuance of general obligation revenue refunding bonds to refund the gross revenue recreation facility bonds issued for the Duluth entertainment convention center (DECC) Imax dome theater project; authorizing the issuance of general obligation revenue bonds by the Long Prairie HRA to renovate the Hotel Reichert building on the national register of historic places without the requirement of ownership by the issuer; exempting HRA structured parking facilities immediately adjacent to the development from competitive bidding requirements under certain bond issuance conditions; authorizing the city of Woodbury to issue general obligations to fund the construction of a highway interchange at the intersection of I-494 and Tamarack road; specifying certain term change instructions to the revisor of statutes (mk, ja)
