"Prison Reform Act of 1999"; requiring the commissioner of corrections to require the performance of chemical use and mental health assessments on inmates committed to the custody of the commissioner, specifying certain assessment requirements; requiring the commissioner to order inmates to participate in available prison chemical use and mental health treatment as recommended in the assessments, requiring inclusion of the assessment report and treatment record in the case file, specifying a records retention requirement; requiring the commissioner to remove free weights and cable television service from state correctional facilities, free weights to be considered contraband; requiring the commissioner to deny certain privileges after a certain date to inmates serving a life sentence and to other inmates failing to actively participate in or complete certain assignments or programs ordered by the commissioner or for failing to satisfy court ordered restitution obligations(ra)
