Providing coverage under the correctional employees retirement plan of the Minnesota state retirement system for certain correctional employees involved in the Minnesota extended treatment options program at the Cambridge regional human services center; authorizing and providing for employee election to retain coverage under the general MSRS retirement plan or to transfer coverage to the correctional employees plan, deadline; entitling employees electing to transfer coverage to purchase prior service credit for eligible state service performed between certain dates, defining eligible state service, requiring certification of eligible service by the commissioner of human services and providing for payment; providing for the transfer of assets from the general plan to the correctional plan and for the effect of the transfer; requiring the commissioners of human services and employee relations (DOER) and the executive director of MSRS to provide affected employees with retirement and benefit counseling, specifying certain counseling content requirements, requiring commissioner of human services consultation with collective bargaining agents relating to the counseling; providing for the retention of certain rights; providing a health insurance early retirement incentive to certain employees with transferred coverage (mk)
