Providing for the management of gray (timber) wolves; imposing a criminal penalty for violating game and fish laws relating to wolves and setting the restitution value; authorizing the destruction of wolves in defense of human life, livestock or guard dogs or pets; authorizing the harassment of gray wolves under certain conditions; requiring the commissioner of natural resources (DNR) to investigate reports of the taking of gray wolves and to produce monthly reports of investigative activities; prohibiting the release of wolf-dog hybrids or captive gray wolves without a permit from the commissioner; prohibiting violation of federal laws relating to wolves; requiring the commissioner in consultation with the commissioner of agriculture to adopt a gray wolf management plan; authorizing the commissioner to prescribe the open season and the areas and restrictions for taking gray wolves to meet goals established in the management plan; requiring the commissioners of natural resources and agriculture to jointly report to the legislature by a certain date; specifying certain phrase change instructions to the revisor of statutes (mk)
