E Relating to state telecommunications infrastructure development; requiring state departments and agencies to seek ways to invest in and encourage the growth of the private sector in the area of telecommunications and prohibiting pursuit of policies restricting market opportunities; requiring the commissioner of administration to ensure the acquisition of telecommunications services promoting the capacity of private sector telecommunications providers to make cost effective services using standard based open interoperable networks available to public and private customers statewide; authorizing the state to purchase, own or lease customer premises equipment, defining customer premises equipment, requiring the commissioner to first seek bids or proposals for lease of the services to be provided by the equipment and to determine the infeasibility of involving the private sector in a cost effective manner; modifying and clarifying certain related duties of the commissioner, requiring the commissioner by a certain date to develop and implement a plan for phasing out ownership of telecommunications network equipment currently owned by the state and to maintain contract management responsibilities for telecommunications services and assist entities seeking services from the private sector; requiring the commissioner of children, families and learning to work with the state information infrastructure in lieu of Mnet to provide Internet access and long distance phone service to school districts at a favorable rate (ra, ja)
