E Relating to public employment labor relations; ratifying the labor agreements between the state and the Minnesota state university association of administrative and service faculty, the technical college faculty, the united technical college educators, the state university interfaculty organization and the Minnesota nurses association and the plan for unrepresented unclassified employees of the higher education services office (HESO), the compensation plan for administrators of the Minnesota state colleges and universities and the salary proposals for state agency heads and for the chancellor of the MnSCU board of trustees recommended or approved by the legislative coordinating commission (LCC) subcommittee on employee relations; setting the salary for the corrections ombudsman; providing for the transfer of vacation and sick leave for certain unclassified state employees; expanding the authority of the commissioner of employee relations (DOER) to establish special salary rates for certain positions to actuaries in the department of health, human services and commerce and epidemiologists in the department of health; modifying per diem payments for special mediators in the bureau of mediation services; modifying the exception from the definition of public employee for individuals hired by the MnSCU board of trustees to teach one course and the procedures for the listing of arbitrators for teachers under the public employment labor relations act (PELRA) (ra, ja)
