Requiring and providing for commissioner of health grants to hospitals or existing networks for the establishment and maintenance of a Minnesota telemedicine network as an interoperable linkage between hospitals, specifying a certain grant preference; requiring the commissioner in consultation with the office of technology to adopt internationally approved standards for operation of the network for use by the grantees; authorizing the commissioner to establish an advisory council to assist in awarding the grants and establishing and monitoring the network; defining telemedicine and health records for access purposes; authorizing licensed out of state physicians to provide medical services to Minnesota patients through interstate telemedicine under certain conditions, requiring annual registration with the board of medical practice, exceptions; providing medical assistance (MA) coverage for services delivered by means of telemedicine; appropriating money to the commissioner of health for the grants and to the commissioner of human services for the medical assistance coverage (mk)
