Relating to transportation ARTICLE 1 Reducing the motor vehicle registration tax for passenger automobiles; modifying the transit assistance program, expanding recipient eligibility to the department of transportation (DOT) and the metropolitan council and service eligibility to commuter rail service; providing for annual gasoline tax rate adjustments by the commissioner of revenue; modifying the allocation of motor vehicle sales tax proceeds, dividing the proceeds among the general, transit assistance and highway user tax distribution funds; granting the metropolitan council certain transit capital improvement program bonding authority; authorizing and providing for the issuance of trunk highway bonds; proposing an amendment to the Minnesota constitution, article XIV to dedicate motor vehicle sales tax proceeds to highway and transit purposes ARTICLE 2 Appropriating money to the commissioner of transportation (DOT) for greater Minnesota transit assistance and to the metropolitan council for metropolitan transit assistance and metro mobility, to the commissioner for light rail transit (LRT) and for trunk highway system key bridge reconstruction and replacement (rla)
