Modifying the home visiting program to prevent child abuse and neglect; requiring the commissioner of health to allocate funds to requesting counties for home visiting programs designed to promote child safety and healthy development and eliminating funding to train paraprofessionals to provide in home intervention services under the program; modifying authorized services under the programs and providing for distribution of funds allocated for grants to counties; requiring the commissioner to annually review county use of program allocations, authorizing reallocation of unexpended or unencumbered money; requiring the commissioner and counties to seek matching funds from nonstate sources; requiring counties to use an assessment tool validated and approved by the commissioner to determine eligible families, specifying certain assessment and home visiting programs services and training requirements; specifying the authority of county boards and certain program evaluation requirements, requiring annual reports to the commissioner and biennial commissioner reports to the legislature; requiring the commissioner to establish a task force to prescribe the outcome indicators to be measured in the evaluation tool chosen by the commissioner, specifying certain membership representation requirements (rla)
