"Minnesota Access Facilities Development Act"; providing for stimulation of the acquisition and development of additional publicly owned and managed facilities for amateur athletic activities; requiring the amateur sports commission to develop a facilities development grants plan, specifying certain plan content requirements and grant parameters, a grant limit and certain local government unit agreement requirements; establishing the Minnesota access facilities development account and providing for the deposit of certain proceeds from the sales tax on admissions and on sports or athletic club memberships into the account; authorizing and providing for counties and cities to issue general obligation bonds to finance the facilities; appropriating money to the commission for the grants including grants to Hennepin and Ramsey counties for youth soccer facilities (mk)
