E Establishing a sanctions conference procedure to allow probation officers to impose sanctions for technical violations of probation with district court confirmation, defining technical violation; requiring probation agency notice to offenders of technical violations of probation and the scheduling of a sanctions conference; specifying certain sanctions conference procedural requirements and providing for participation by the offender and the parole and probation agent, offender participation to be voluntary; requiring an agent report to the district court, specifying certain report content requirements, providing for violation sanction confirmation by a judge and a court order as proof of the confirmation; requiring agent notice of approved sanction to the offender; authorizing agent request for court revocation of stay proceedings upon nonconfirmation of sanction recommendations or upon offender election not to participate in the sanctions conference; authorizing offender appeal of sanction confirmation; clarifying conditions for parole or probation agent or officer imposition of community work service; requesting judicial district chief judges to develop rules containing procedures for sanctions conferences and a sanctions conference form (mk, ja)
