SF 1531 Senate Long Description

Providing for community notification of the release of certain high risk juvenile sex offenders; requiring the commissioner of corrections to develop a risk assessment scale by a certain date assigning weights to certain risk factors, specifying certain consultation requirements; requiring the commissioner to establish and administer end of confinement review committees at state juvenile correctional facilities providing sex offender treatment and at state operated sex offender treatment programs to assess on a case by case basis the public risk posed by juvenile sex offenders about to be released from confinement, specifying committee membership requirements and granting the committees access to certain data, restricting disclosure; specifying the meeting procedure, offender to have the right to be present and heard; requiring law enforcement agencies to disclose to the public information contained in the report of the committee necessary for safety purposes, prohibiting the release of information relating to low risk offenders, specifying certain guidelines to be considered by the agencies in determining the scope of disclosure, prohibiting disclosures upon offender assignment to a residential program, providing for notice upon release from the program; requiring the commissioner to provide law enforcement agencies with certain information in advance of the release of juvenile sex offenders assigned to a high risk level; providing immunity from civil or criminal liability for disclosure or nondisclosure of information; exempting real estate brokers and salespersons from disclosure requirements; requiring certain notice by the commissioner to victims and witnesses; notice requirements not to require an extension of the release date; requiring the peace officer standards and training (POST) board to by a certain date develop a model policy for law enforcement agencies to follow in disclosing information on high risk juvenile sex offenders to the public, specifying certain policy and consultation requirements; requiring chief law enforcement officers by a certain later date to establish and implement written policies governing the public disclosure of information on high risk juvenile sex offenders based on the model policy (ra)
