Authorizing the fourth judicial district to establish a domestic fatality review team pilot project to review domestic violence deaths in the district, defining domestic violence death and specifying membership and duties of the review team, granting the team access to certain records for review purposes, confidentiality and data privacy provisions; providing for immunity from liability for members and employees of the advisory board and review team; requiring the team to develop a system for evaluating the effectiveness of the program and report to the legislature by certain dates; requiring the executive director of the center for crime victim services to administer a program to award grants to nonprofit volunteer based organizations in the judicial district working to improve criminal justice system handling of domestic and child abuse and sexual assault cases, requiring a report to the legislature by a certain date; appropriating money to the commissioner of public safety for a grant to the family violence coordinating council in the fourth judicial district to develop a plan and the evaluation and report by the review team and to the executive director of the center for crime victim services for grant purposes(ra)
