Relating to the financing of election campaigns; increasing spending limits for constitutional officers and the additional allowable expenditures by and contributions to winning candidates in contested primaries; modifying and clarifying the provision providing for the release from spending limits of candidates agreeing to be bound by the limits with opponents not agreeing, providing for a notice of choice to the state campaign finance and public disclosure board based on the conduct of an opponent in the state primary election; modifying the calculation of expenditure limit inflation adjustments; increasing the penalty for violating spending limits; providing for automatic designation of income tax payments to the state elections campaign fund and direction to the general account, authorizing taxpayer payment objection or direction to a political party account; modifying the distribution of the general and party accounts to candidates for constitutional office and providing an open appropriation from the general fund to the general account of the state elections campaign fund to cover the distributions; modifying the ineligibility of unopposed constitutional office candidates for a public subsidy; modifying certain public subsidy agreement and affidavit filing requirements and increasing the match requirements for constitutional officers (rla)
