Relating to education; increasing the maximum contract term for charter schools; authorizing the commissioner of children, families and learning to make capital loans to charter schools completing a certain minimum number of years of operation to acquire and better public land and buildings, specifying a loan limit and requiring and providing for sponsor proposal review and comment by the commissioner, specifying certain predesign package requirements and certain positive review and comment conditions, authorizing a negative review and comment under certain conditions; prescribing capital loan application procedures, resolution requirements; requiring and providing for review of applications receiving a positive review and comment by the state board of education; specifying certain commissioner notice and reporting requirements; requiring legislative approval of the loans, canceling loan applications not approved; specifying certain contract requirements; providing for disbursement of and payment of principal and interest on the loans; creating a charter school capital loan account, providing for the deposit of money into the account and restricting the amount allowed to be paid from the account annually for administrative costs; appropriating money from the bond proceeds fund to the commissioner for transfer to the capital loan account, approving loans to certain charter schools and authorizing the issuance of state bonds (rla)
