Implementing the recommendations of the task force on transitional issues relating to the transfer of powers and duties from the abolished state board of education to the commissioner of children, families and learning; removing references to the state board in certain provisions relating to statewide testing, bilingual and English as a second language teacher preparation programs, suspension or revocation of teacher licenses, mandatory reporting of certain teacher discharges or resignations, school district special operating plans for expenditure limit purposes, extended day programs, integration revenue, the summer cultural exchange grant program, the academic excellence foundation board of directors, qualifications of special education hearing review officers and certain administrative duties of the commissioner; requiring payment of the processing fee for licenses of supervisory personnel to the board of teaching in lieu of the commissioner; establishing an education advisory council to advise the commissioner on education policy and planning; providing for school board appeal of certain reductions in state aid to the court of appeals; requiring the commissioner to annually report to the legislature on the status of proposed rules and to recommend proposals for adopting new rules and amending or repealing existing rules; designating the commissioner as the successor trustee of state board of education trust funds; repealing certain provisions providing for membership, powers and duties of the state board (ja)
