Clarifying and providing for the classification and dissemination of government data ARTICLE 1 - DATA CLASSIFICATIONS Clarifying the classification as private of certain data obtained by the commissioner of agriculture and eliminating certain penalties for unauthorized release; classifying or clarifying the classification of certain financial transaction and insurance company data obtained by the commissioner of commerce, certain pollution information obtained by the pollution control agency (PCA), certain private or out of state public higher education institution financial records provided to the higher education services office (HESO), traffic accident reports submitted to the commissioner of public safety and certain blind or visual impairment records obtained by the commissioner for drivers license issuance purposes, certain employment and workers compensation data received by the department of labor and industry, veterans benefits claims data, certain human services licensing data and parentage records of the department of human services, witness and victim protection program data, vocational rehabilitation data maintained by the commissioner of economic security, professional firms examination data, certain municipal industrial development data obtained by the commissioner of trade and economic development (DTED), certain local government unit employee health benefit claims data and suspicious wounds reports submitted to sheriffs or police chiefs by health professionals; classifying certain motor vehicle sales, marijuana and controlled substance and sports bookmaking tax data, clarifying the classification of certain taconite tax data and eliminating certain penalties for violation of certain confidentiality requirements; repealing a certain provision providing for the confidentiality of data obtained by the commissioner of health in the inspection of hospitals for licensing purposes ARTICLE 2 - TERMINOLOGY CHANGES Simplifying terminology for data classifications; defining or redefining certain terms under the government data practices act; eliminating certain references to not public or protected nonpublic data in certain provisions classifying certain data as private or confidential; referencing the definitions of confidential data and private data in certain provisions; changing certain data classifications from nonpublic to private, from protected nonpublic to confidential and from not public to private or confidential; eliminating certain classification distinctions between data on individuals and data not on individuals; changing the terms agency, political subdivision and statewide system to the term government entity; classifying certain data not on individuals maintained by local housing agencies; repealing the definitions of data not on individuals, public data on individuals and not public, nonpublic and protected nonpublic data and certain definitions relating to data on decedents, certain provisions providing for access to certain data by the Hennepin county foster care policy redesign commission and the foster care review team and classifying housing agency data as protected nonpublic or private data on individuals and classifying certain financial information under the agricultural resource loan guarantee program as private data (rla)
