Modifying certain provisions relating to wastewater treatment; expanding the prohibitions relating to unlawful operation of disposal systems; requiring the submission and approval of plans and specifications to and by the pollution control agency before PCA issuance of disposal system or point source permits, requiring plans and specifications for municipal wastewater treatment works or disposal systems to be based on a feasibility study or facilities plan to determine the wastewater treatment needs of a project service area and providing for the feasibility studies; requiring PCA public notice of the filing of municipal facilities plans and consideration of public comment on lowest cost alternatives or innovative technologies, defining lowest cost alternative or innovative technology, requiring the rejection of permit applications not conforming to PCA certification; granting the PCA the authority to approve by general permit alternative sewage treatment systems, technologies, processes or methods capable of reducing loading into watershed basins; limiting eligible costs for professional services for preliminary planning or preparation of feasibility studies under the water pollution control program; expanding PCA wastewater treatment projects certification requirements for assistance purposes; appropriating money to the commissioner of the PCA for a grant to the university of Minnesota center for rural technology and cooperative development to enhance the water quality cooperatives project (mk)
