Establishing the group residential housing block grant pilot project to provide rent subsidies and social services to certain eligible individuals; requiring a portion of GRH funds to be set aside for the project to serve a certain number of homeless persons with mental illness, a history of substance abuse or the human immunodeficiency virus (HIV); specifying eligibility requirements; providing for distribution of the block grants to participating counties, specifying certain block grant requirements and requiring commissioner of human services waiver of certain GRH program rules for the project for county funding flexibility purposes; requiring county and commissioner annual reports to the legislature on the use of state resources, the status of served individuals and the cost effectiveness (mk)
