  1.1                          A bill for an act 
  1.2             relating to civil actions; precluding certain actions 
  1.3             that arise as a result of year 2000 problems. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [YEAR 2000 PROBLEMS.] 
  1.6      Subdivision 1.  [ACTIONS PRECLUDED.] No cause of action may 
  1.7   be maintained against a person for acts or omissions by that 
  1.8   person due, either directly or indirectly, to a year 2000 
  1.9   problem if the electronic communications or the electronically 
  1.10  controlled equipment is not owned or controlled by that person. 
  1.11     For purposes of this section, "year 2000 problem" means 
  1.12  disruptions in electronic communications or the functioning of 
  1.13  electronically controlled equipment resulting or reasonably 
  1.14  anticipated to result from erroneous data that is or may be 
  1.15  supplied by electronic devices in 1999 or on or after January 1, 
  1.16  2000. 
  1.17     Subd. 2.  [RELEASE OF NEGATIVE CREDIT INFORMATION 
  1.18  PROHIBITED.] A credit reporting agency operating in this state 
  1.19  shall not report any negative credit information resulting, in 
  1.20  whole or in part, from the failure of an electronic computing 
  1.21  device to process financial information and other information or 
  1.22  the inability of the consumer to transact financial business and 
  1.23  make payments due to the failure of an electronic computing 
  1.24  device to compute, recognize, or timely process the year 2000 
  2.1   date change. 
  2.2      Subd. 3.  [TITLE.] This section shall be known as the Year 
  2.3   2000 Consumer Protection Act. 
  2.4      Subd. 4.  [EFFECTIVE DATE.] This section is effective the 
  2.5   day following final enactment and applies to actions accruing on 
  2.6   or after that date. 
  2.7      Subd. 5.  [EXPIRATION.] This section expires July 1, 2000.
