Requiring the commissioner of children, families and learning to develop and make available to counties a universal application form for child care assistance, requiring the application to provide notice of eligibility requirements and penalties for wrongfully obtaining assistance; requiring the commissioner to supervise child care programs administered by counties and to provide training and other programs planning and implementation support services, rulemaking requirement; requiring the commissioner in cooperation with the commissioner of human services to enforce the requirements for program integrity and fraud prevention investigations; specifying certain debt settlement requirements for assistance eligibility purposes; providing for administrative appeal, requiring the state human services referee to recommend an order in appeal and the commissioner of human services to affirm, reverse or modify the order; authorizing the production of records, authorizing local agencies to request the commissioner to issue a subpoena to compel the release of information from third parties before a hearing request; providing for judicial review and for administrative fraud disqualification hearings for wrongfully obtaining child care assistance; providing for distribution of recovered funds; expanding the disqualification for wrongfully obtaining assistance and providing for investigation; appropriating money to the commissioner of children, families and learning to fund fraud prevention and program integrity efforts for child care assistance programs (mk)
