Relating to housing; requiring the crediting of certain excess mortgage registry and deed tax proceeds to the community rehabilitation fund account in the housing development fund of the housing finance agency (HFA); exempting from the sales tax materials and supplies used in the construction or improvement of certain housing or housing development projects exempt from the tax, requiring payment and subsequent refund; creating an affordable housing endowment fund, requiring crediting of a certain percentage of the tobacco litigation settlement proceeds to the fund and requiring investment by the state board of investment; requiring the assets of the fund to be appropriated to the livable communities demonstration account in the metropolitan livable communities account, to the housing development fund for equal allocation between the affordable rental investment fund and the community rehabilitation programs and for block grants to local housing agencies for pilot projects to deliver affordable housing, appropriating money from the endowment fund to the account and fund(rla)
