Authorizing the Minnesota agriculture education leadership council to provide grants for elementary agriculture education programs; requiring the commissioner of children, families and learning in collaboration with the council to establish a working group to develop a proposal for an urban agricultural high school; providing for a planning grant and specifying authorized uses requiring the council to report to the legislature by a certain date; requiring requests for state bonding proceeds to be submitted by the working group to the department of children, families and learning by a certain date; appropriating money to the commissioner for the planning grant, to the council for grants to school districts for agricultural literacy for elementary, secondary and community agricultural programs, to the university of Minnesota for council grants and to the board of trustees of the Minnesota state colleges and universities (MnSCU) for increased agricultural programming (ra)
