Requiring the commissioner of economic security to administer a pilot project grant program to improve the provision of instruction in child care services to at risk youth (kid care pilot project grant program) and providing for awarding of the grants; requiring grant recipients to recruit and coordinate efforts of community based organizations to promote, recruit and train young people caring for youth at risk of injury, death, criminal or antisocial behavior or other harm due to lack of proper supervision and care and to train staff to train child care providers; requiring the commissioner to report to the legislature by a certain date on grants awarded (mk)
