Requiring Hennepin and Ramsey counties to each establish and administer a pilot project grant program to fund community based programs in high crime areas providing opportunities for children under a certain age to volunteer for and perform community service, specifying certain program requirements and authorizing the programs to provide children performing community service with appropriate nonmonetary rewards; requiring the counties to establish criteria for determining eligibility for the grants, requirements; appropriating money to the commissioner of public safety for grants to Hennepin and Ramsey counties for the programs (mk)
