Modifying certain provisions relating to school district and regional public library system telecommunication access grants; eliminating the minimum standards of capacity requirement for school district grants; modifying the application process, requiring application through telecommunications cluster organizations, eliminating the requirement for a network service and management agreement and certain grant priorities and limits; eliminating the minimum system standards requirement for regional public library system connections and the network service and management agreement requirement; transferring the responsibility for making the grants from the department of children, families and learning to the Minnesota education telecommunications council; repealing the expiration of the grant program; appropriating money to the department for the grants; requiring the revisor of statutes to codify the provision providing for the council (ra)
