Relating to special education; requiring the commissioner of children, families and learning to develop a special education reciprocity agreement form for services to out of state students, requiring the form to specify procedures for calculating special education tuition charges for state students served in other states and out of state students served in Minnesota, requiring the agreements for reciprocal tuition payment purposes; increasing state support for special education funding, increasing the program growth factor and redefining levy percentage factor as special education funding percent; modifying the special education base revenue formula; increasing the state total special education revenue; special education aid to be provided entirely through state aid; defining excess cost funding percent for special education excess cost aid purposes and modifying the excess cost revenue formula, excess cost aid to be provided entirely through state aid; providing state court placed unreimbursed tuition revenue for certain school districts; authorizing and providng for school districts to establish behavior management programs to handle inappropriate student behavior and increase student achievement, requiring biennial reports to the commissioner by school districts on program effectiveness and expanding the formula for school district basic skills revenue to reflect establishment of the programs; appropriating money to the commissioner for special education, excess cost and court placed tuition aid; repealing a certain provision providing for special education levy equalization revenue(ra)
