Providing for election rather than appointment of members of the metropolitan council on a nonpartisan basis at the state general election; requiring and providing for division of the metropolitan area into districts after each federal decennial census; prescribing member terms; imposing certain affidavit of candidacy and filing fee requirements and certain campaign contribution limits on candidates; removing the metropolitan council as a state agency; including metropolitan council districts in the definition of local government election district for redistricting purposes; providing for special elections to fill vacancies in the office of metropolitan council member; including members of the metropolitan council in the definition of elected local government official for public employees retirement assiciation (PERA) defined contribution plan coverage purposes; requiring the chair of the council to be elected by the membership; transitional provision; repealing certain existing provisions providing for the appointment and terms of members of the metropolitan council and for the redistricting of council districts (rla)
