modifying the formulas for secondary vocational aid and the aid guarantee; reducing the state total school to work program disabled revenue and increasing state total limited English proficiency (LEP) programs revenue for fiscal years 2000 and 2001; requiring and providing for an integration aid adjustment for pupils attending charter schools; modifying the program growth factor and eliminating the aid and levy percentage factors for special education revenue determination purposes; changing state total special education revenue to state total special education aid and increasing the amount; defining average daily membership and program growth factor for special education excess cost aid purposes; repealing certain provisions relating to requirements for American sign language English interpreters, LEP programs aid, additional revenue for homeless students, assessment and placement of children with disabilities, special education aid, levy equalization revenue and excess cost aid, the options plus pilot program, a certain prior appropriation for Mexican origin education grants and in-school behavior intervention grants ARTICLE 3 - LIFEWORK DEVELOPMENTAppropriating money to the department of children, families and learning for secondary vocational education aid, for youth works programs, for education and employment transitions program grants and for the learn and earn graduation achievement program; repealing a certain provision requiring the state to pay aids for secondary vocational education programs on a current funding basis and a certain provision providing for the allocation of work study grants to institutions by the higher education services office (HESO) ARTICLE 4 - FACILITIES AND TECHNOLOGYAuthorizing commissioner of finance agreements or contracts relating to the disclosure of information to facilitate the issuance of debt obligations by school districts in accordance with federal securities laws, rules and regulations; authorizing long term lease agreements under the metropolitan magnet school program; appropriating money to the department of children families and learning for health and safety, debt service, interactive television (ITV) and alternative facilities bonding aids ARTICLE 5 - EDUCATION EXCELLENCEModifying the formula for general education revenue for charter schools; eliminating certain restrictions on the acceptance of other aids, grants and revenue by charter schools; providing for the payment of aids to charter schools; providing for extended instruction program grants to ensure success on the basic skills test; eliminating the authority of the commissioner of children, families and learning to charge school districts for software development costs; appropriating money to the department of children families and learning for statewide testing, for advanced placement (AP), international baccalaureate (IB) and collaborative urban educator programs, for charter school building lease aid and start-up grants, for training and staff development for learning academies, for a grant to independent school district 625, St. Paul for a community based school program, for a grant to the university of Minnesota for development and implementation of regional partnership centers to connect K-12 schools with higher education research and resources, for residential academies operating costs and for extended instruction grants; repealing the school enrichment partnership program ARTICLE 6 - OTHER PROGRAMSRequiring the reporting of student birth dates to superintendents; establishing certain qualifications for teaching English as a second language; modifying the procedure for school boards adoption of proposed plats; modifying the authority of school districts to spread out abatement levies; clarifying certain provisions to reflect the abolishment of the state board of education, transferring certain responsibilities to the commissioner of children, families and learning; appropriating money to the department of children, families and learning for abatement, nonpublic pupil education, consolidation transition and nonpublic pupil transportation aids ; repealing the Minnesota family connections act ARTICLE 7 - NUTRITION PROGRAMSEstablishing a temporary fast break to learning grant program to ensure student daily access to a nutritious breakfast; appropriating money to the department of children, families and learning for school lunch and food storage and summer food service replacement aids, for school breakfast programs outreach and for fast break to learning grants; repealing the school lunch program revolving fund ARTICLE 8 - LIBRARIESAppropriating money to the department of children, families and learning for basic support grants to public libraries, for multicounty, multitype library systems and for regional library telecommunications aid; repealing the librarians of color program, a certain requirement for review of Minnesota school to work student organization foundation contracts and certain prior library appropriationsARTICLE 9 - CHILDREN AND FAMILY SUPPORT PROGRAMSIncluding the department of children, families and learning and child care assistance programs under a certain provision providing for the sharing of certain welfare data; modifying certain child care programs provisions; modifying certain definitions and eliminating or changing certain references to the AFDC program; requiring the commissioner of children, families and learning to supervise child care programs administered by and to provide training and other support services to counties; modifying the required use of unspent funds in the portability pool; modifying the at home infant child care program, student eligibility under the basic sliding fee program and certain provider choice provisions; requiring the registration of nonlicensed providers and specifying certain immunizations recordkeeping requirements; providing for employment child care assistance to full time students; eliminating a certain parent fee reduction restriction; modifying certain child care rate provisions; providing for liability insurance coverage for family services collaboratives; changing the extended day program to the school age care program; appropriating money to the department of children, families and learning for learning readiness program revenue, for early childhood family education (ECFE) and health and developmental screening aids, for way to grow and head start programs, for extended day aid, for basic sliding fee child care, for MFIP child care assistance and for child care development grants;
