Requiring the commissioner of health to establish a program of grants to nonprofit community clinics providing dental services on a sliding fee scale basis and not restricting access to services due to client financial limits, specifying required grant fund uses and requiring the commissioner to establish application guidelines and procedures; authorizing licensed dental hygienists to provide certain evaluation services to limited access patients without supervision under certain conditions, defining limited access patient; requiring the commissioner of human services to increase the medical assistance (MA) reimbursement rate for dentists with a disproportionate share of patients covered under a public assistance program and for dentists with significant increases in patients covered under medical assistance, general assistance medical care (GAMC) or MinnesotaCare (mk)
