Modifying certain provisions providing services for the detection, prevention and treatment of sexually transmitted infections; including research in the services requirements; requiring the commissioner of health to adopt rules to provide funds to local boards of health, state agencies and councils and nonprofit corporations offering the services; authorizing commissioner grants to the agencies for services to the most vulnerable populations; expanding the purpose of the Minnesota education now and babies later (MN ENABL) program to the reduction of sexually transmitted infections; requiring the commissioner of human services in consultation with the commissioner of health to award grants to state agencies and councils, nonprofit corporations and chemical dependency programs to demonstrate innovative strategies to prevent transmission of the human immunodeficiency virus through substance abuse; providing medical assistance (MA) coverage for certain HIV disease case management services, specifying eligibility and provider qualifications and standards; requiring the commissioner of health to report to the legislature by a certain date on program results; appropriating money to the commissioner for prevention and treatment of sexually transmitted infections and for HIV and substance abuse prevention and HIV case management grants (rla)
